&lt;p class="BodyTextBlackBold"&gt;CSREES Modifies Specialty Crop Research Initiative Competitive Grants Program&lt;/p&gt;
&lt;p&gt;In accordance with the FY 2009 Omnibus Appropriations Act,&amp;nbsp; for the purposes of a grant made under section 412 of the Agricultural Research, Extension, and Education Reform Act of 1998, which established the &lt;a title="http://www.csrees.usda.gov/fo/specialtycropresearchinitiative.cfm" href="http://www.csrees.usda.gov/fo/specialtycropresearchinitiative.cfm"&gt;Specialty Crop Research Initiative&lt;/a&gt; (SCRI), in-kind support from non-Federal sources in the form of unrecovered indirect costs &lt;strong&gt;&lt;em&gt;may&lt;/em&gt;&lt;/strong&gt; be used to meet the matching requirements under 412(e)(3). These indirect costs are those that are not otherwise charged against the grant and must be consistent with the approved indirect cost rate of the organization. This constitutes a change for the program and the &lt;a title="http://www.csrees.usda.gov/funding/rfas/specialty_crop.html" href="http://www.csrees.usda.gov/funding/rfas/specialty_crop.html"&gt;SCRI request for applications (RFA)&lt;/a&gt; has been modified accordingly. CSREES announced $47.3 million in FY 2009 funds available for the SCRI.&amp;nbsp; The SCRI was established to solve critical industry issues through research and extension activities. Specialty crops are defined as fruits and vegetables, tree nuts, dried fruits, and horticulture and nursery crops, including floriculture. &lt;p&gt;Directorate for Social, Behavioral, and Economic Sciences&lt;br /&gt;Directorate for Geosciences&lt;br /&gt;NSF 09-031 &lt;br /&gt;
&lt;p&gt;Dear Colleague: 
&lt;p&gt;The Directorate for Social, Behavioral, and Economic Sciences (SBE) and the Directorate for Geosciences (GEO) seek to increase collaboration between the geosciences and the social and behavioral sciences by augmenting funding for interdisciplinary research related to Environment, Society, and the Economy. 
&lt;p&gt;Human systems have contributed to environmental changes, and human systems will need to respond and adapt to both predicted and unexpected environmental changes. &amp;nbsp;A number of unresolved issues remain, including, but not limited to, the following. &amp;nbsp;The role, pace, and impact of predicted regional and local environmental change will need to be factored into human decision processes with careful attention paid to uncertainties.&amp;nbsp; Strategies need to be identified and assessed that are best suited to cover replacement costs for lost services or recover from the effects of natural hazards under specific scenarios.&amp;nbsp; It will be important to compare the impacts of various carbon management efforts, such as “cap and trade.”&amp;nbsp; It might be possible to factor valuation of ecosystem services into economic activities in such a way as to inform decisions about land and water use.&amp;nbsp; There may be ways to include environmental risks or impacts in cost structures.&amp;nbsp; New methods to manage the differential effects of global change on national economies may be developed.&lt;/p&gt;
&lt;p&gt;These emerging and challenging problems require integration of concepts, observations, and modeling across diverse fields. &amp;nbsp;GEO and SBE seek to promote research that links the geosciences and the social and behavioral sciences in new and vital ways.&amp;nbsp; They seek to support proposals that generate intellectual excitement in the participating disciplinary communities.&amp;nbsp; Also encouraged are proposals that have broad educational, societal, or infrastructure impacts that capitalize on this interdisciplinary opportunity. &lt;/p&gt;
&lt;p&gt;Climate change will have significant impacts on many aspects of earth systems.&amp;nbsp; These include carbon sequestration, water and air purification, fisheries and agricultural production, and species habitat.&amp;nbsp; Some climate-induced changes will occur gradually; other changes will be abrupt.&amp;nbsp; Models show that changes in climate will directly affect coastal regions, many of which have large urban populations.&amp;nbsp; Climate change also is expected to increase the intensity of storms and alter their patterns.&amp;nbsp; Rising sea levels will change deposition and erosion along beaches, affecting coastal communities.&amp;nbsp; Climate change may alter the duration and magnitude of monsoonal rainfalls and river flooding, and communities will have to respond appropriately to these new stresses. &amp;nbsp;Landslide hazards may be affected by changes in wildfire frequency or the intensity of rainfall.&amp;nbsp; Warming temperatures also are expected to increase energy requirements for cooling, and changes in precipitation could affect hydropower production and sustainability of water supplies. &amp;nbsp;These effects and many others not cited here have direct bearing on economic policies and decisions that confront individuals, groups, firms, and governments at local, regional, national, and global levels.&lt;/p&gt;
&lt;p&gt;&lt;em&gt;GEO and SBE will consider proposals that describe new research efforts relating to the integrated study of environment, society, and economics. &amp;nbsp;Interdisciplinary teams of researchers are strongly encouraged.&amp;nbsp; Projects are expected to involve researchers in the geosciences and social and behavioral sciences, but they may also include other disciplines.&lt;/em&gt;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;Prospective topics of interest in the general area of &lt;/em&gt;Environment, Society, and the Economy &lt;em&gt;include, but are not limited to, the following:&lt;/em&gt;&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;&lt;span&gt;&lt;em&gt;Decision-making strategies related to ongoing or predicted global, regional, and local environmental changes;&lt;/em&gt;&lt;/span&gt; 
&lt;li&gt;&lt;span&gt;&lt;em&gt;Economic and geosciences evaluation of technology and practices linked to climate change;&lt;/em&gt;&lt;/span&gt; 
&lt;li&gt;&lt;span&gt;&lt;em&gt;Impacts and adaptation of economic systems;&lt;/em&gt;&lt;/span&gt; 
&lt;li&gt;&lt;span&gt;&lt;em&gt;Pathways to successful application of geoscience research findings;&lt;/em&gt;&lt;/span&gt; 
&lt;li&gt;&lt;span&gt;Development and implementation of mitigation strategies within political and economic constraints;&lt;/span&gt; 
&lt;li&gt;&lt;span&gt;&lt;em&gt;Interplay of environmental change and inequality&lt;/em&gt;&lt;/span&gt;&lt;em&gt; of income, access to resources, etc.;&lt;/em&gt; 
&lt;li&gt;&lt;span&gt;&lt;em&gt;Role of incentives in human behavior;&lt;/em&gt;&lt;/span&gt; 
&lt;li&gt;&lt;span&gt;&lt;em&gt;Politics and economics of resource agreements;&lt;/em&gt;&lt;/span&gt; 
&lt;li&gt;&lt;span&gt;Environmental change and its impact on the evolution of human behavior; and &lt;/span&gt;
&lt;li&gt;&lt;span&gt;Capacity building.&lt;/span&gt;&lt;em&gt;&amp;nbsp;&lt;/em&gt; &lt;/li&gt;&lt;/ul&gt;

That means no more newsletters, no new website updates, no support for the palmtop computer-based &lt;a href="http://tncinvasives.ucdavis.edu/wims.html"&gt;Weed Information Management System&lt;/a&gt;, and, most likely, no new &lt;a href="http://tncinvasives.ucdavis.edu/esadocs.html"&gt;Element Stewardship Abstracts&lt;/a&gt;. It also means that several people dedicated to making it just a little easier for everyone to deal with invasive species have lost their jobs. Hopefully the &lt;a href="http://tncinvasives.ucdavis.edu/handbook.html"&gt;Weed Control Methods Handbook&lt;/a&gt;, the voluminous Management Library, Rod Randall&amp;#39;s &lt;a href="http://tncinvasives.ucdavis.edu/biglist.html"&gt;massive weed database&lt;/a&gt;, and other tools, housed on UC Davis servers, will remain live for the long term. &lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;This website is a collaborative project between the &lt;a class="" title="Invasive Plant Working Group" href="http://www.nps.gov/plants/alien/" target="_blank"&gt;Plant Conservation Alliance&amp;#39;s Alien Plant Working Group&lt;/a&gt; and the &lt;a class="" title="University of George - Center for Invasive Species and Ecosystem Health" href="http://www.bugwood.org/" target="_blank"&gt;University of Georgia - Center for Invasive Species and Ecosystem Health&lt;/a&gt;. The project will eventually expand to allow volunteers to provide distribution information on infestations of species in the database. &lt;/p&gt;
&lt;p&gt;WeedUS is a database of information about plants that invade natural areas in the U.S. (including Hawaii). It is intended as an informational and educational tool. Non-native invasive plants degrade natural areas by out-competing native plants for resources and space. The changes they bring can affect things like the amount and quality of food and nesting sites available for wildlife, the extent and survival of native plant populations, the quality and functions of wetlands and waterways, and the appearance and enjoyment of natural landscapes. WeedUS is just one step in the effort to combat invasive plants and preserve our native plants, animals, and landscapes. Information in the WeedUS database is compiled from a wide variety of sources including published and unpublished lists, reports, surveys, and personal observations from experts in the field. Sources include the National Park Service, other federal, state and local agencies, Exotic Pest Plant Councils, Invasive Species Councils and related organizations, The Nature Conservancy, and others.&lt;/p&gt;
&lt;p&gt;The purpose of this database is informational and educational and it is neither intended nor approved for use as a regulatory tool. Many of the species in the database are economically important horticultural plants but sometimes cause problems when they escape and establish in natural areas.&lt;/p&gt;

&lt;p&gt;USDA Announces New Office of Ecosystem Services and Markets&lt;/p&gt;
&lt;p&gt;WASHINGTON, Dec. 18, 2008--Agriculture Secretary Ed Schafer today announced the intention to establish a new USDA Office of Ecosystem Services and Markets and the creation of a federal government-wide Conservation and Land Management Environmental Services Board to assist the Secretary of Agriculture in the development of new technical guidelines and science-based methods to assess environmental service benefits which will in turn promote markets for ecosystem services including carbon trading to mitigate climate change. &lt;/p&gt;
&lt;p&gt;&amp;quot;Our Nation&amp;#39;s farms, ranches and forests provide goods and services that are vital to society - natural assets we call &amp;quot;ecosystem services,&amp;quot; said Schafer. &amp;quot;The Office of Ecosystem Services and Markets will enable America&amp;#39;s agriculture producers to better compete, trade their services around the world, and make significant contributions to help improve the environment.&amp;quot; &lt;/p&gt;
&lt;p&gt;Agriculture producers provide many ecosystem services which have historically been viewed as free benefits to society - clean water and air, wildlife habitat, carbon storage, and scenic landscapes. Lacking a formal structure to market these services, farmers, ranchers and forest landowners are not generally compensated for providing these critical public benefits. Market-based approaches to conservation are proven to be a cost-effective method to achieve environmental goals and sustain working and natural landscapes. Without financial incentives, these ecosystem services may be lost as privately-owned lands are sold or converted to development. &lt;/p&gt;
&lt;p&gt;Secretary Shafer intends to name Sally Collins Director of the Office of Ecosystem Services and Markets (OESM). Organizationally, OESM will be located within the Office of the Secretary providing direct access to the Secretary. Collins will assume this position after serving as Associate Chief of the USDA Forest Service for the past 8 years, where she pioneered concepts for ecosystem services and markets as part of that agency&amp;#39;s sustainable land management mission. &lt;/p&gt;
&lt;p&gt;OESM will provide administrative and technical assistance to the Secretary in developing the uniform guidelines and tools needed to create and expand markets for these vital ecosystem services and will support the work of the Conservation and Land Management Environmental Services Board. As directed by the authorizing legislation the first ecosystem services to be examined will be carbon sequestration. The Office of Ecosystem Services and Markets and the Conservation and Land Management Environmental Services Board will be established to implement actions authorized by the 2008 Farm Bill. &lt;/p&gt;
&lt;p&gt;The Conservation and Land Management Environmental Services Board will be comprised of the Secretaries of Interior, Energy, Commerce, Transportation, and Defense; the Chairman of the Council of Economic Advisors; the Director of the White House Office of Science and Technology ; the Administrator of the Environmental Protection Agency; and, the Commander of the Army Corps of Engineers. The Secretary of Agriculture will Chair the Board. The Chairman of the White House Council on Environmental Quality and the Administrator of Office of Information and Regulatory Affairs will serve as vice-chairs. &lt;/p&gt;
&lt;p&gt;Nominations will be sought in the near future for a federally chartered public Advisory Committee to advise the Board. &lt;p&gt;For the first time, information collected over the past 40 years from instruments on large watersheds across the country is available online, thanks to an &lt;a class="" title="USDA ARS web site" href="http://www.ars.usda.gov/" target="_blank"&gt;Agricultural Research Service&lt;/a&gt; (ARS) web site. &lt;/p&gt;
&lt;p&gt;The web site, called STEWARDS (&lt;a class="" title="STEWARDS Watershed Program" href="http://arsagsoftware.ars.usda.gov/stewards/index.asp" target="_blank"&gt;Sustaining the Earth&amp;#39;s Watersheds, Agricultural Research Data System&lt;/a&gt;), has interactive maps of watersheds. The site allows users to see the topography of the watersheds and the instrument locations, as well as download data. &lt;/p&gt;
&lt;p&gt;&lt;a class="" title="Jean Steiner USDA ARS" href="http://www.ars.usda.gov/pandp/people/people.htm?personid=5397" target="_blank"&gt;Jean Steiner&lt;/a&gt;, director of the &lt;a class="" title="ARS Grazinglands Research Laboratory" href="http://www.ars.usda.gov/main/site_main.htm?modecode=62-18-00-00" target="_blank"&gt;ARS Grazinglands Research Laboratory&lt;/a&gt; in El Reno, Okla., came up with the idea of organizing data from watersheds nationwide into one site with a standardized format. One key purpose is to make the information available to people involved in the &lt;a class="" title="CEAP Grants Program" href="http://www.nrcs.usda.gov/TECHNICAL/NRI/ceap/" target="_blank"&gt;Conservation Effects Assessment Project&lt;/a&gt; (CEAP) and to expand the usefulness of the information gathered at each watershed for nationwide analyses. &lt;/p&gt;
&lt;p&gt;CEAP began in 2003 as a multi-agency effort to quantify the environmental benefits of conservation practices used by private landowners participating in selected &lt;a class="" title="USDA" href="http://www.usda.gov/" target="_blank"&gt;U.S. Department of Agriculture&lt;/a&gt; (USDA) conservation programs. &lt;/p&gt;
&lt;p&gt;But the data are also crucial to others doing hydrological analyses, and to the public, especially to people living in these watersheds. &lt;/p&gt;
&lt;p&gt;The data include information on pesticides, nitrogen and phosphorous in streams, rivers, lakes and drinking water reservoirs. The web site also has data on daily stream discharge levels, air and soil temperature and other weather data. &lt;/p&gt;
&lt;p&gt;In addition to Steiner, the ARS team, now led by &lt;a class="" title="Jerry Hatfield USDA ARS" href="http://www.ars.usda.gov/pandp/people/people.htm?personid=2378" target="_blank"&gt;Jerry Hatfield&lt;/a&gt;, laboratory director at Ames, Iowa, also included Cropland CEAP Coordinator &lt;a class="" title="John Sadler USDA ARS" href="http://www.ars.usda.gov/pandp/people/people.htm?personid=4892" target="_blank"&gt;John Sadler&lt;/a&gt; at Columbia, Mo.; Jin-Song Chen, formerly a hydrologist at El Reno; information technology specialists Greg Wilson at Beltsville, Md., John Ross at El Reno, Teri Oster at Columbia, David James and Kevin Cole at Ames; and computer programmer Bruce Vandenberg at Fort Collins, Colo. &lt;/p&gt;
