The Dean is responsible for providing executive leadership and direction for the academic and administrative affairs of the College. The specific duties and responsibilities are:

- Provides direction for the planning, implementation and evaluation of instructional programs and curriculum of the College in agriculture, the food and natural resource systems, and family and consumer sciences.
- Communicates a vision for the research, teaching ad outreach missions of a land grant university to internal and external stakeholders.
- Assumes as Director of Research and Cooperative Extension overall responsibilities for research and extension programs in cooperation with the United States Department of Agriculture (USDA). Serves as the College's official representative to national and regional meetings sponsored jointly by USDA and the National Association of State Universities and Land Grant Colleges (NASULGC) at which national and regional policies and decisions are formulated.
- Provides leadership on overall direction for the international program of the College, including maintenance of effective working relationships with USDA, USAID, International Agriculture Centers, foreign governments, Universities and Agriculture Research Institutes and counterparts from other U.S. Universities and International programs.
- Provides leadership for "development fund" acquisition to support CTAHR's programs and student scholarships.
- Participates as a member of the State Board of Agriculture dealing with Agriculture matters in the state of Hawaii.
- Coordinates overall direction for public information and publications program of the College including responsibilities to serve as the College's chief spokesman in its dealing with the various constituencies, clients and the public.
- Provides overall direction for the fiscal, personnel, facilities and other administrative affairs with the College. This includes decisions or recommendations involving budget, allocation and expenditures; appointments, promotions, tenures and leaves; and building requirements, space allocations, facilities and equipment.
- Maintains effective working relationships with the CTAHR Faculty Senate, other Colleges and programs of the University and higher university administration.
- Performs other duties as necessary.
