Burning Issue: Disconnect with reality about plan of work, writing, reporting, assessing projects, measuring impacts.

Challenges or Barriers:

  • Only Principle Investigator is valued.
  • Plan of work does not equal project.
  • Collaboration.
  • Who is plan of work for? What is it for?
  • Account number for plan of work or project.
    • unclear process and requirements
    • unpredictable timetables
  • Inconsistent reporting requirements across departments and in general.
  • Inconsistent training opportunities.
  • Not all projects funded; not all funded work is a project.
  • Counting versus impact.

Strategies:

  • Extension staff and administration will develop a rationale and timetable for plan and project development, measuring, and reporting. Need to have consistent and mutually agreeable requirements.
  • Success of people
    • improve collaboration
    • recognition/credit for collaboration
  • Impact reports
    • behavioral changes resulting from programs
    • tactics for assessment

Action Items:

  • Create group consisting of agents, specialists, administrators: a small focused group soliciting input from all which will develop flexible protocol.
  • In-service training for staff:
    • impact reports
    • assessments
    • project-writing
    • plan of work
  • Encouraging collaboration
    • issue of collaboration impacts this process
    • modified system to recognize multiple P.I/collaborators

Timeline: in place by August 30, 2002

  • orientation in September 2002
  • quarterly assessments of process and improvements to judge if this is working
