Propagation of Hawai'i's threatened and endangered native plants is regulated by the State Department of Land and Natural Resources. The purpose of the Department's Administrative Rule Title 13, Subtitle 5, Chapter 107 is to "conserve, manage, protect, and enhance native endangered and threatened plants."
A license or permit can be obtained from the Department which allows the licensee to collect, possess, transport, propagate, and outplant threatened and endangered plants from wild populations for "propagation, education, cultural, or scientific purposes or to enhance the survival of the species."
