GIS Specialist (GS 150/401/1301-07/09) Description of Duties: This position serves as GIS Specialist performing organization, collection, maintenance, and consistency of the data for the Geographic Information System (GIS) which provides natural resource information for the Cleveland National Forest. Incumbent will be responsible for monitoring, archiving, deleting and translating digital data files for use by the Forest. Incumbent will assists in the integration of GIS into the Regional, Forest and District planning and management activities. Utilizes knowledge of natural resource management to assist Forest and Regional specialists in developing tabular databases or organizing data in such a way as to allow association with GIS-mapped data. Works closely with Regional staff in converting mapped and tabular resource data into a form compatible with the GIS. Incumbent will assists in GIS product implementation by developing methods for analysis, writing macros, producing GIS products, and training Forest personnel in support of GIS implementation. Provides data entry into internal and external databases with geospatial requirements. Maintains documentation on all phases of GIS including: software, database(s), product implementation, history, and training. Incumbent will coordinates resource digitizing changes and other support functions as needed to ensure a correct and complete GIS spatial and tabular database. Performs digitizing, scanning, editing, of digital data. Prepares or coordinates the preparation of resource overlay maps for submission to contractor. The job will require utilizing ESRI’s software programs (ArcGIS software suite, ArcInfo workstation, ArcView). Qualification Requirements: The Office of Personnel Management Qualification Standard Handbook will be used to determine whether applicants are qualified. Applicants must have successful completion of a 4 year course of study in an accredited college or university leading to a bachelor’s or higher degree in any one of the following: geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography; biological sciences, agriculture, natural resource management, chemistry; physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. In addition, applicants must demonstrate possession of one year of specialized experience equivalent to at least the next lower grade level as described below. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position by the date of application.
