The Carlsbad Field Office is a highly diverse area traversing Eddy, Lea and Chaves counties in the southeastern corner of New Mexico. Ranging through seven different ecosystems, the office boasts unanticipated water systems in this desert. There are six rivers, and both saltwater and freshwater playa systems abut mountain fronts and escarpments. In addition to the surprising riparian systems, Carlsbad BLM has one of the largest oil and gas programs in the nation. The public lands managed by the Carlsbad office sit in the Permian Basin, which produces 95% of the crude oil that comes out of New Mexico, and is the largest oil producing office in the nation. Half of the royalties received by the BLM from the energy leases go directly to the State of New Mexico, supporting educational programs as well as other state funded needs. Along with this energy resource, the office has the only potash - used as fertilizer for citrus groves - program in the country. Not only are the habitat and economic opportunities outstanding, the field office also offers numerous outdoor recreation opportunities. Everything from mountain biking to hunting and fishing, hiking to off-highway vehicle use, can be found in the Carlsbad Field Office. The area also boasts over 250 known caves, and supplies one of the world's most renowned caving areas.

DUTIES:

You will be responsible for application of natural resource management and environmental science principles pertinent to the execution of a comprehensive surface protection and compliance program dealing with fluid minerals development in the field office.

You will be responsible for permitting various types of surface activities in fluid minerals exploration and development. The work includes monitoring construction, production and reclamation activities to ensure compliance with environmental plans and stipulations.

ALL APPLICANTS must have the following Basic Requirements:

A degree in biological science, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position advertised, OR a combination of education & experience equivalent to a major listed above, plus appropriate experience or additional education.

To qualify at the GS-7 level applicants must also have 1 year of experience in natural resources equivalent to GS-5 in the Federal service, OR have 1 full year (18 semester hours) of graduate education in subjects directly related to the duties of this position, OR have an equivalent combination of the type and level of experience & education described above, OR qualify under the Superior Academic Achievement provisions.
