| PAY ADJUSTMENTS FOR CIVIL SERVICE EMPLOYEES BARGAINING UNITS 01, 02, 03, 04, 09 AND 63 The State Department of Human Resources Development (DHRD) and the Department of Accounting and General Services (DAGS) have developed the following schedule in coordination with all state departmental personnel and payroll offices. Payment Schedule Beginning the pay period July 1, 1999, civil service employees shall be paid at their appropriate salary and step, in accordance with their respective collective bargaining unit agreements. July 20, 1999 Employees in UPW Unit 01 shall receive a "lump sum payment," and their new rate of pay pursuant to the memorandum of agreement (MOA). HGEA and applicable excluded employees shall be paid their new rate of pay in accordance with their respective collective bargaining agreements. However, the retroactive adjustments will be paid at a later date (see below). For some employees, the SF-5 document reflects the correct step and monthly salary, but because of a computer "glitch," the semi-monthly amount in item 45 is erroneous. However, the paycheck reflects the correct gross semi-monthly amount. September 3, 1999 Employees in Units 02, 03, 04 and 63 (excluded employees) shall receive their retroactive pay adjustments, step movements, and other adjustments resulting from actions such as promotions, temporary assignments, overtime, etc. Hourly Employee (Exempt/Emergency Hire) Payroll Payment Documents When submitting claims via Individual Time Sheets (Form D55) for employees paid on an hourly basis (exempt/emergency hire) for work performed during the period June 16 - 30, 1999, please reflect the most current hourly rate of pay based on the new salary schedule. Note: Former and current hourly exempt and emergency hire employees shall be entitled to receive their retroactive pay adjustments (excluding step-movements and "lump sum payment") in accordance with the effective date of the new salary schedule. Retroactive payments will be made on September 3, 1999, for most clerical workers and September 20, 1999, for emergency hires in Unit 09.

Mortimer, President, UHM, Chancellor, UHM Many public employee collective bargaining agreements, including those of University of Hawai`i faculty and administrative, professional and technical (APT) employees, may expire on June 30, 1999. If they do expire, we will continue to honor their terms and conditions until further notice. In these trying financial times, I believe that maintenance of the status quo is in the best interest of all parties concerned. WORKERS' COMPENSATION The University of Hawai`i has secured the services of third party administrators for the workers' compensation program. Claims arising from injuries prior to July 1, 1999 will be managed by the State Department of Human Resources Development. New claims arising from injuries incurred July 1, 1999 and thereafter will be managed by Constitution State Service Company. The services of these third party administrators will greatly enhance the administration of the program. For new claims, the added feature of claim reporting on a 24-hour a day, 7-day basis will enhance response time for 24-hour operations. In addition, should catastrophic inquiries occur, an immediate response team will be available. NOTICE OF ELECTION FOR SEAT ON THE BOARD OF TRUSTEES OF THE EMPLOYEES' RETIREMENT SYSTEM (ERS) OF THE STATE OF HAWAII From: David Shimabukuro, Administrator, ERS An election will be conducted for a General Employee seat on the Board of Trustees of the ERS of the state of Hawaii, pursuant to Section 88-24, Hawaii Revised Statutes, and Sections 6-24-2 and 6-24-3, Hawaii Administrative Rules. The term will be for six years beginning January 3, 2000. To be eligible, any member of the Retirement system who is classified as a general employee, excluding teachers, educational officers, and professors, may have his or her name placed on the election ballot by submitting a petition and a resume to the Board of Trustees no later than August 11, 1999.
