How to Submit a Plan of Work (POW):
- Create a Fast-Track or 5 Year Proposal POW (Template)
- Create a PEARS Action Plan
- Create an Extension POW Request Form in Kuali Build.
- Complete the Extension POW Request Form
- Upload Fast-Track or 5 Year Proposal POW (pdf)
- Upload the PEARS Action Plan (pdf)
- Upload Budget Sheet and Justification (Required for Group POW).
- Submit by August 30th

General Eligibility & Funding

Have the POW requirements or review procedures changed this year? CTAHR’s POW requirements and review procedures remain the same as in previous years.

Who is required to submit a Plan of Work (POW)?
- Faculty in A or S: Submission is required for Agent or Specialist classified faculty.
- Faculty in F, I, and R: Submission is optional for all other faculty (non-Agent and non-Specialist) with split FTE appointments in Extension.

Can APT staff access POW funding? Due to federal compliance restrictions, POW funding is strictly limited to faculty. APTs are not eligible to access or utilize these funds.

What is the review and approval process for a POW for Department Chairs (DC)/County Administrator (CA)? All submitted POWs must undergo a Department /CARES Center Review and receive DC and/or CA approval.

How will DCs or CAs know a form needs review? The approval process automatically triggers timely notifications to DCs and CAs. DCs and CAs may continue to manage internal department workflow reviews as they have in the past.

What is the difference between CARES-Based and Mānoa-Based faculty?The distinction is based entirely on your physical work location:

CARES-Based Faculty: The physical work location is off-campus at a designated CTAHR Center for Applied Research and Extension Services (CARES) site.

Mānoa-Based Faculty: The physical work location is based directly on the main campus in Mānoa.

What is the difference between Kuali Build and PEARs?Kuali Build replaces paper forms for administrative routing, while PEARs is the platform used for actual project planning and outcome reporting.

What do I use Kuali Build for?Kuali Build serves as the official administrative repository and routing tool. Use it to:
- Input general information and update the CTAHR Extension Directory.
- Formally route your POW through required department approval chains.
- Indicate your plan type (Fast-Track vs. 5-year Plan) and specify which reporting year you are submitting.

What do I use PEARs for? PEARs is the platform where you create your Action Plan and log your Action Plan Report outcomes.

Can I submit a single 5-year plan directly into PEARs? The PEARs system does not support multi-year submissions. You must submit your Action Plan and Action Plan Report annually to track year-by-year data and capture longitudinal results.

What are the annual PEARs deadlines?

PEARs Action Plan: Complete this in PEARs and upload it to your Kuali Form by August 30th.

PEARs Action Plan Report: Complete this directly in PEARs to provide your plan's outcomes by October 31st.
