Sandra Lee Kunimoto has more than 25 years of experience in agriculture in Hawaii and California. In January 2003, Governor Linda Lingle appointed Ms. Kunimoto as Chairperson of the Board of Agriculture, a 10-member board that leads the Hawaii Department of Agriculture (HDOA). Under Ms. Kunimoto’s direction, the HDOA promotes and creates opportunities for Hawaii’s agriculture by providing land, water, loans, marketing and technical assistance, safeguarding animal and plant health, assuring the quality of local products, and provides policy guidance to assist and support the agricultural industry. Ms. Kunimoto received a Bachelor of Science degree from U.C. Berkeley in the Biology of Natural Resources and a MBA from the University of Hawaii. She has held positions as Director of Marketing and Business Development for the Hawaii Agriculture Research Center, Vice President of Administration for a landscaping and nursery firm, General Manager for a vegetable cooperative, Research Associate in Horticulture at the University of Hawaii, Technical Consultant to a global agro-industrial firm, and Research Supervisor of a $20 million plant nursery. In 2001 she joined the State as an Administrator for Business Development and Marketing.

Andrew G. Hashimoto, dean and director of the College of Tropical Agriculture and Human Resources (CTAHR), University of Hawai‘i at Manoa, is a Hawai‘i native, but he lived most of his life away from Hawai‘i. Hashimoto was born on Maui, moved to the Big Island as a young child, and then to Oa‘hu. He graduated from Punahou School in 1962. He left Hawai‘i in 1962 to attend Purdue University, where he earned a B.S. in civil engineering in 1966 and a M.S. in environmental engineering in 1967. He received a Ph.D. in agricultural engineering from Cornell in 1972.
While a graduate student at Cornell, he went to work for USDA’s Agricultural Research Service in a program to assist egg producers manage their wastes. ARS sent Hashimoto to Clay Center, Nebraska in 1976 to start its agricultural engineering program at the U.S. Meat Animal Research Center. His research focused on bioconversion of livestock waste into methane gas.
In 1986, Hashimoto left ARS to become head of the bioresource engineering department of Oregon State University. His major research area was the conversion of the crop residue to ethanol. In 1995, he became OSU’s vice provost for academic affairs, where he was responsible for undergraduate academic programs, enrollment management, academic personnel, institutional accreditation, precollege programs, summer session, and ROTC. Hashimoto was named CTAHR dean in October 2000.
Currently, Hashimoto is a member of the: Kamehameha Schools Advisory Board; Hawai‘i State Board of Agriculture; USDA Farm Service Agency State Committee; and WICHE Regional Advisory Council on Veterinary Medicine.
Hashimoto is the recipient of the Arthur S. Fleming Award, presented annually to ten outstanding young federal employees by the Jaycees of Washington, D.C.; Beaver Champion Award, presented by the President of Oregon State University for outstanding service to the University; and the U.S. Public Health and Japan Society for the Promotion of Science Fellowships. He has served as editor of two scientific journals: Bioresource Technology and Biological Wastes.

Nega Beru, Ph.D. is the Director, Office of Food Safety, Center for Food Safety and Applied Nutrition (CFSAN) for the Food and Drug Administration (FDA). Previously, he was Director of the Division of Plant Product Safety in CFSAN’s Office of Plant and Dairy Foods, and in August, 2006 he became Director of the Office of Plant and Dairy Foods. Before that he worked in the Office of Premarket Approval (now known as the Office of Food Additive Safety), where among other duties, he managed industry consultations with FDA regarding foods derived from genetically engineered plants in his capacity as a consumer safety officer, and later as a team leader in the Biotechnology Policy Branch. Dr. Beru received a bachelor's degree in the biological sciences from the University of Chicago, Chicago, IL in 1974. After working for four years in curriculum development, and as a biology instructor, he returned to the University of Chicago’s Department of Biochemistry and Molecular Biology and earned a Ph.D. in biochemistry in 1983. Dr. Beru stayed on in the department as a postdoctoral research associate/instructor and joined the faculty of the Department of Medicine, Section of Hematology/Oncology, where he researched mechanisms of gene expression before he joined FDA in 1991.

Mr. Falkenstein received his Bachelor of Arts degree in political science from the University of Washington, graduating with a 3.68 grade point average in 1999. Mr. Falkenstein began his legal education at Seattle University School of Law the same year. During his law school career, Drew was active in moot court and distinguished himself with multiple awards and scholarships for academic excellence. Mr. Falkenstein received his Juris Doctor degree in 2002, graduating with honors. Over the next year and a half, Mr. Falkenstein worked as a law clerk at the Washington State Court of Appeals, Division Two, for the Honorable C.C. Bridgewater. During this time, Judge Bridgewater’s chambers produced many published decisions, including State v. Warfield, 119 Wn. App. 871, 80 P.3d 625 (2003), and Minahan v. Wash. Fair Ass’n, 117 Wn. App. 881, 73 P.3d 1019 (2003), review denied, 2004 Wash. LEXIS 150 (2004).

The Board of Directors of the International Food Information Council (IFIC) in Washington, DC elected David Schmidt as president & CEO effective January 1, 2006. Previously, he held the positions of executive vice president, vice president and director and has been a frequent speaker on a wide range of food safety and nutrition issues.
Prior to joining IFIC in 1993, Schmidt served as the first Bush Administration's director of external affairs for the Food Safety and Inspection Service of the U.S. Department of Agriculture. There he addressed a number of controversial food safety and nutrition issues, and managed the inspection agency's media, legislative and consumer education programs. Schmidt also gained a thorough understanding of the food industry in previous sales positions with leading food and beverage firms, Oscar Mayer Foods, Pepsi-Cola USA and Canada Dry Corporation.
In 1998, Schmidt was named as an adjunct fellow with the Georgetown Center for Food and Nutrition Policy in Washington, DC. David also serves on the National Advisory board for the Center for Risk Communication Research at the University of Maryland and participated on the steering committee on Reinventing Agricultural Education for the Year 2020. He also served the Town of Leesburg, Virginia from 2000-2004 as a Town Councilmember.
Schmidt holds a Bachelor of Arts degree in business administration from Vanderbilt University, Nashville, Tennessee and has completed graduate business studies at the University of New Orleans.

Craig Henry, Ph.D. serves as the Senior Vice President and Chief Operating Officer for Scientific and Regulatory Affairs. He is responsible for setting strategy and providing senior leadership, staff management, program direction, and financial control to the scientific and regulatory activities of the Association. This includes oversight of the Center for Technical and Laboratory Services, the Office of Food Safety programs, and is the President of the GMA Science and Education Foundation. Dr. Henry has published numerous articles in scientific journals. Dr. Henry serves on the National Advisory Committee on Meat and Poultry Inspection and the Subcommittee on Data. He is a member of the International Association for Food Protection, International Food Technologists, the American Association of Avian Pathologists and the U.S. Poultry Science Association, where he has served as a member of the Committee on Drugs and Chemicals since 1994, including a term as Chairman. Dr. Henry earned his Ph.D. in Animal Science from Auburn University. He holds a M.S. in Poultry Science from Clemson University, and a B.Sc. in Agriculture from the University of Delaware.

Dr. Catherine Chan-Halbrendt: With a Ph.D. in Agricultural Economics, a M.S. in Plant and Soil Science and B.A. in Microbiology, Dr. Chan-Halbrendt’s experience extends throughout environmental evaluation, applied economic modeling, value chain analysis, research prioritization, technology assessment, international development, marketing, trade, policy and community economic development. Dr. Chan-Halbrendt has management experience as Associate Dean for Research of the College of Tropical Agriculture and Human Resources at the University of Hawaii and as Chair of the Department of Community Development and Applied Economics at the University of Vermont, U.S.A. She also has extensive teaching and research expertise in demand analysis, value-added market prospecting, entrepreneurship, trade and policy analysis, economic development and environmental asset valuation. She has also developed a community-business-matching model to advise rural communities what businesses to attract so as to meet its community goals and vision. Dr. Chan-Halbrendt has practical experience working in the private sector and public sector. She was an industry and economic analyst in one of largest farm cooperatives in the U.S. (Farmland Industries, Inc.) and a socioeconomist with the International Service for National Agriculture Research (ISNAR) in the Netherlands advising National Agricultural Research Systems in developing countries on prioritizing and evaluating biotechnology programs. She has published over 70 refereed articles and proceedings.

Renee Hancher is the standards coordinator for the Market Access and Compliance (MAC) division of the International Trade Administration, U.S. Department of Commerce. Her position was created in 2005 to ensure coordination and consistent messaging on standards and conformity assessment issues by all of MAC’s country desks. Ms. Hancher identifies emerging standards issues, prepares regional standards trends reports, develops standards education materials for country desk officers, monitors standards activities in regional and international organizations, and works closely with the Office of the ITA Standards Liaison on strategic standards in trade policy issues. Before assuming her position at the Department of Commerce, Ms. Hancher was for ten years the Director of International Trade for the Air-Conditioning and Refrigeration Institute (ARI), an industry trade association based in Arlington, VA. She operated all the association’s international programs, which included trade counseling for the association’s 180+ members, preparing and compiling international market research, participation in international trade shows, government relations work on trade issues, and international standards policy matters. Prior to that she was a country desk officer for South Asia and also West Africa in the Department of Commerce. Additionally, she has work experience in the White House, on Capitol Hill, with the United Nations Development Program, and in the Commerce Department’s New York office. Ms. Hancher received her B.A. in international studies and economics from the American University in 1983 and her M.A. in international economics from Columbia University in 1987.

With over 25 years of academic, research, action research, professional consulting; and project management experience in Southeast Asian developing economies, Dr. Divinagracia has taught undergraduate and post-graduate agribusiness and business management courses in a multi-cultural learning environment using English as the medium of instruction. He mentored students from the U.S., Thailand, Indonesia, Malaysia, the Philippines, China (including Taiwan), Korea, and Sri Lanka and coordinated continuing education programs of professionals from Nepal and Bangladesh. He is past Executive Director, Asia-Pacific Economic Cooperation (APEC) Center for Technology Exchange and Training for SMEs. Some of his professional consulting engagements include European Union “CECAP Phase 2 Project”; United Nations Development Programme “Seed to Shelf Project”; Asian Development Bank “PPTA on SME Finance”; World Bank “PPTA on SZOPAD Social Fund II”; and USAID “GEM Project”. Since 1997, he has published at least 10 scientific papers in international refereed publications. He also has over 20 research papers in national refereed research journals; refereed international conference proceedings; and paper presentations in international conferences in the past 10 years.
Dr. Divinagracia completed his Doctor of Business Administration (with Distinction) at De La Salle University; Master of Science at Kansas State University; and Bachelor of Science (cum laude) at the University of the Philippines. He is a member of the Academy of International Business; Sustainability, Environment, and the Management of change in the Tropics (SEMCIT) Network; the International Society of Southeast Asian Agricultural Sciences; and the Gamma Sigma Delta Honor Society of Agriculture, among others. He was awarded Outstanding Teacher twice by the University of the Philippines at Los Banos-College of Economics and Management; and Distinguished Teacher by the De La Salle Professional Schools-Graduate School of Business. He is a licensed Agriculturist, and Agricultural Officer in the Philippines.
Dr. Divinagracia was a Visiting Scholar and Lecturer at the University of Hawaii-College of Business Administration, and presented a Public Lecture at the Pacific- Asian Management Institute. He is a collaborator of an on-going project, “Enhancing Hawaii’s Global Competitiveness and Business Performance in International Agribusiness (with Focus on Food Processing)” that is funded by the USDA. He actively participates in the ASEAN Graduate Business and Economics Programs (AGBEP) Network. Dr. Noel E. Anderson currently leads the Worldwide Technical Insights organization for Pepsi Cola, Quaker, Tropicana and Gatorade which includes the Analytical, Sensory and Consumer Sciences, Microbiology, Documentation, and Strategy functions. This organization is actively engaged in developing technical insights that enable successful products to be produced. It also provides scientific support to protect Pepsi-Cola brands in the 190 countries in which Pepsi Cola products are sold. Noel joined PepsiCo ten years ago with responsibility for product development across many of the PepsiCo beverage groups. Prior to PepsiCo he spent 18 years at General Foods and Kraft working on such products as Post Cereals, Jell-O Pudding and Jello-O Gelatin snacks including serving two years in Toronto as VP of R&D, Quality and Regulatory Affairs for Kraft Canada. Noel received his BS, MS, and Ph.D. degrees from the University of Massachusetts in Food Science and Nutrition and currently chairs the Department's Alumni Advisory Board.

Paul H. Brewbaker is Senior Vice President and Chief Economist with Bank of Hawaii where his responsibilities include research on financial and economic risk, working with the Bank’s Treasury and Asset Management Group. He received his bachelor’s degree from Stanford University and his doctorate from the University of Hawaii. Brewbaker also did graduate work and lectured in economics at the University of Wisconsin as well as at the University of Hawaii. He began doing research in Bank of Hawaii’s International Banking Division as a student in 1981 and joined the Bank’s Economics Department as an economist in 1985, becoming chief economist in 1995. Brewbaker is a member of the Hawaii and American Economic Associations and the National Association for Business Economics. He currently chairs the Hawaii Council on Revenues.

Dr. Khoo is currently Vice President of Global Nutrition and Health at the Campbell Soup Company. She is also the Director of the Campbell Center for Nutrition and Wellness.
Dr. Khoo has responsibility for nutrition and health initiatives of all Campbell’s businesses worldwide. She is involved in Campbell's science, technology, product, marketing, advertising and regulatory initiatives in addition to customer sale, corporate strategic planning and litigations. Her accomplishments include the development of Campbell’s reduced sodium internal and external research and technology, positioning nutrition and wellness as business opportunities to revitalize base business or create new businesses. She is also involved in establishing external partnerships with universities, health professional, and science and consumer groups.
Dr. Khoo earned her Bachelor of Science in Chemistry from the University of Oregon, her Ph.D. in Nutrition Science, with double minors in Biochemistry and Physiology, from Iowa State University. She completed her post-doctoral research on trace minerals and cardiovascular function at the University of California, Davis.
Dr. Khoo has authored over 50 scientific papers on multiple topics including diet and cardiovascular disease, diet and teenage pregnancy, diet and performance of elite skaters and tri-athletes. She is an inventor with 5 patents in multiple areas: dietary program for heart disease, diabetes, obesity prevention and management, nutritional fortification mixes and components, behavior modification and nutrition education programs.
Dr. Khoo serves on multiple Boards including the American Heart Association Industry Nutritional Advisory panel, the American Academy of Family Physicians Foundation Corporate Board, the American Diabetes Association Corporate Steering Board.
Currently she chairs the International Life Science Institute (ILSI) Sodium Committee, serves on the GMA Nutrition Committee. She is a member of the New York Academy of Science, the AHA Basic Research Council, AHA Metabolic and Obesity Council, the American Society of Hypertension, Institute of Food Technology.

Matthew Loke is Administrator of the Agricultural Development Division, Hawaii Department of Agriculture (HDOA). In this capacity, he provides direction and manages research and marketing activities within the department. He received his Ph.D. in Economics from the University of Hawaii and has published in various peer reviewed journals including Annals of Tourism Research, Hawaii Medical Journal and Pacific Health Dialog. Matt helped launch the Hawaii Seals of Quality program in 2006 and jointly coordinated the season’s finale of Bravo’s Top Chefs in 2007. |

Dana Gray was born in Nappanee, Indiana where he stayed through high school. He then proceeded to Amherst College in Amherst, Massachusetts and majored in Economics and Political Science. He was a U.S. Navy draftee for two years after which he returned to Nappanee to design stall showers.
After a short time, he moved to San Francisco and worked for the large department stores of the Emporium Capwell Companies, managing their New York office for a year. He then bought Girl's 7-14 clothing, worked with a small Ready-to-Wear chain, handled the Sales and Marketing departments for Couroc of Monterey, making decorative accessories and metal sculpture, and finally found his way to Honolulu where he worked for the then Liberty House managing their Downtown store.
He then retired and in 1988 and started Oils of Aloha producing kukui and macadamia nut oils for skin care. Both consumer products and bulk oils are now for the food and cosmetic industries. This 2008 marks their 20th year!
Mr. Gray retired again on January 1, 2008.

Ms. Elvira Lo received her high school education in Vancouver, Canada and Bachelor of Science from the University of Hawaii. She is a Registered Sanitarian in the State of Hawaii and is the founder of Hibiscus Aloha Corporation dba Elvira Chocolat of Hawaii in 1989, Hawaii Monarch Chocolate in 1992, and in 2003 Best Aloha Partners, LLC, a property management and development company. She currently is the President and CEO of these companies and has been instrumental in overseeing their continuous growth and development. Her gourmet macadamia nut chocolate has been selling at Home Shopping Network nationally since 1997. She markets her products locally, nationally, and internationally.
Her expertise also extends to the real estate field. She holds an active real estate license and is also a general contractor. Ms. Lo is responsible for the administration, development, and management in Honolulu and overseas, of residential homes as well as commercial, warehouse, and apartment buildings.
From 1999-2001, Ms. Lo was the President of the Hawaii Food Manufactures Association, a 170-member organization of local food manufacturers and affiliates. She led this active group through her participation in legislative affairs and administration. She continues to attend national trade shows to expand markets of Hawaii-made products to the Mainland U.S. and overseas. She also participates in activities that foster opportunities for new and profitable activities for the organization, such as E-commerce, group discounts, and financial benefits.
Ms. Lo is the recipient of the 2001 “Hawaii Small Business Exporter of the Year” from the U. S. Small Business Administration, the 2000 “Governor’s Exporter of the Year Award” from the State of Hawaii, and the 1996 “Best of the Quest Award” from the State of Hawaii for extraordinary success on QVC.
