Grant Management through the USDA and RCUH
United States Department of Agriculture (USDA) ADAP currently receives an annual allocation of federal funds administered through the US Department of Agriculture, Cooperative State Research, Education, and Extension Service (CSREES). A grant agreement has been established between the USDA-CSREES and University of Hawaii College of Tropical Agriculture and Human Resources (CTAHR), with American Samoa Community College (ASCC), College of Micronesia (COM), Northern Marianas College (NMC), and University of Guam (UOG), as cooperating institutions. USDA requires annual programmatic and fiscal reports from the project. CTAHR administers the funds through the Research Corporation of the University of Hawai'i (RCUH), an entity created specifically to administer grants and contracts for state and private organizations. Research Corporation of the University of Hawaii (RCUH) RCUH monitors and advises the ADAP home office at UH in matters of accounting, personnel, procurement, and general administration. RCUH ensures ADAP's compliance with State and Federal policies and regulations. RCUH processes not only disbursements related to UH-based ADAP activity, but also reimbursements to the other ADAP institutions for ADAP expenses which they incur and report on a monthly basis. Reimbursement is the normal procedure for handling ADAP expenses incurred by American Samoa Community College, College of Micronesia, University of Guam, and Northern Marianas College. RCUH maintains basic records on ADAP, which would be adequate for a pre-audit survey, should one occur. These include records of direct payments, and records of reimbursements to ADAP institutions with key details related to those expenses provided by the institutions. It is the responsibility of each ADAP institution to maintain auditable records of ADAP expenses incurred by them. |
