Transfer Memo

Transfer memos are necessary to transfer funding between budget categories, between projects, and between institutions.  There are a few limitations to transfer memos:

Transfers must be approved by the Director who is sending the funds, and the Director receiving the funds.  Additionally, all fund transfer memos must be approved by the home office before the transfer is completed.  This step ensures that there is adequate funding to complete the transfer. 

Generally speaking, the institution sending the funds completes the transfer memo. 

The maximum allowable transfer of funds between two budget categories is 10% of the total sub-grant.  Transfer larger than 10% require Home Office approval, and are subject to USDA approval.

Transfer memos are necessary before a Purchase Order Amendment can be generated by the Home Office.

Funding from the Leadership Development Project cannot be allocated to other projects; the Leadership Development Project can receive additional allocation from other projects.  (July 2006 Broad of Directors Motion)
