EPSCoR / IDeA Status for Federal Grants
At NSF, NASA, USDA and DOE (Dept. of Energy), EPSCoR refers to the "Experimental Program to Stimulate Competitive Research." At NIH, the equivalent program is referred to as IDeA, or "Institutional Development Award." These programs give funding preference to certain states each year. As explained here, for FY2013, Hawaii is eligible for EPSCoR / IDeA funding from NSF, NASA, DOE, and NIH; but is not eligible for EPSCoR funding from USDA.
